FARGO (KFGO) – North Dakota voters went to the polls Tuesday to decide on two proposed constitutional amendments that could reshape future statewide elections and public school funding.
Ballot counting began after polls closed at 7 p.m. local time, though state election officials noted that final, certified results will take several days to verify.
Measure 1 asks voters to raise the approval threshold for future state constitutional amendments. Under the proposal, any amendment submitted through citizen initiatives or the Legislature would require a 60% supermajority to pass, rather than a simple majority of 50% plus one vote. Supporters argue the higher requirement protects the state constitution from out-of-state interest groups seeking rapid policy changes. Opponents contend the rule weakens direct democracy and makes citizen-led initiatives far too difficult to pass.
As of 11 pm, with 324 of 358 precincts reporting, Measure 1 is failing with 56.2% voting no, and 43.8% voting yes.
Meanwhile, Measure 2 addresses public education by proposing state-funded meals for students. If approved, the measure would require the state to provide free breakfast and lunch to all public school students, regardless of household income. Supporters say universal meals reduce classroom hunger, improve student focus, and remove the stigma often tied to income-based programs. Opponents argue the program carries a heavy cost for taxpayers and argue state aid should remain focused strictly on families with financial need.
As of 11 pm, with 324 of 358 precincts reporting, Measure 2 is failing with 51.1% voting no, and 48.49% voting yes.
County canvassing boards will meet in the coming days to review remaining absentee and provisional ballots before the state canvassing board officially certifies the election totals.
